With a growing number of new development initiatives starting in an 18 month period, DWR had to reduce the development time and cost of these initiatives compared to previous projects.&amp;nbsp; Even though these projects were each driven by different business units, a quick study revealed enough similarities to identify significant savings potential by using service reuse to eliminate duplicate development efforts for the same functionality.&amp;nbsp;

The value of a well implemented SOA Governance solution and SOA Platform continues to grow over time; however, the solution at DWR has already more than paid for itself.&amp;nbsp; DWR originally intended to implement a limited scope SOA platform to support a bonds and grants application it had committed to build to satisfy state government reporting requirements.&amp;nbsp; Tim Garza and Steve Croft recognized the longer&#45;term value potential in enterprise SOA governance and so decided to expand the scope of the solution to provide enterprise wide capabilities.

DWR information technology shop is also offering its SOA Platform as a service to other department business areas and Natural Resources Agency partners that have developed their own services locally.&amp;nbsp; These areas need ways to offer their services to business partners and other agencies statewide.&amp;nbsp; In the past they would have to hard code access, logging, and management capabilities for each connection, often creating more than 10 different versions of each service to satisfy the needs of their consumers.&amp;nbsp; Using DWR&#8217;s SOA Platform to virtualize their services and provide these infrastructure capabilities they can create a single service consumable by multiple agencies and partners.&amp;nbsp; While this doesn&#8217;t reduce the initial development cost, previously they would have incurred an additional 40% of the initial cost for each consumer of their service.&amp;nbsp; Using the virtual service infrastructure this per consumer effort is  eliminated, reducing the overall development cost significantly.

Los Angeles, CA – December 07, 2009 – SOA Software today announced its Atmosphere cloud services governance initiative.&amp;nbsp; The Atmosphere initiative creates a unifying brand for a suite of SOA and cloud services governance products the company will deliver through 2010.&amp;nbsp; The Atmosphere products will help companies realize the enormous cost and agility benefits possible with the combination of SOA and Cloud services governance.

“Governing the interactions between consumers and service providers will be a mandate for any company using Software&#45;as&#45;a&#45;Service (SaaS) or other cloud services and offerings. Even when the need for trust is minimal, formally acknowledging that level of trust should be a mandate,” said Daryl Plummer, Managing VP &amp;amp; Gartner Fellow at Gartner.&amp;nbsp; “The more you increase your dependence on cloud services, the more you will need to establish and implement your required degree of trust between the consumers and providers of the service. The first product in the suite is Atmosphere Broker, a cloud services broker providing service governance capabilities including visibility, management, monitoring, measurement, provisioning, validation, and reporting for cloud services.&amp;nbsp; It can be deployed, at the service consumer, in the cloud at the service provider,&amp;nbsp; or as part of an independent cloud service brokerage to govern access, performance, delivery of cloud services.&amp;nbsp; Atmosphere Broker includes advanced registry/repository, policy validation, management, security and reporting capabilities.

Operations:
Enable component services to automatically inherit the SLA of the overall business process and use it to drive the performance profile of cloud platforms
Ensure that running services, and the infrastructure running them, comply with policies identified for applications and business processes during the planning process
Enhance the tasks supporting Root Cause Analysis across the enterprise landscape
Provide automation of service SLAs &amp;amp; Capacity Management

Atmosphere’s integrated set of products effectively implement, enforce and audit common policies through the various stages of the lifecycle and through process, service and cloud service platforms.&amp;nbsp; This allows cloud service platforms  to automatically scale based on the SLAs and measured performance of the services and processes.
